We paid a guy at our hotel for a shared jeep safari in Udawalawe. He took our cash and told us to wait at the gate, but the jeep never showed up.

This is a ghost booking scam. Never pay middlemen cash upfront for a shared jeep unless it is officially through your guesthouse reception with a written receipt. You should pay the driver directly at the jeep.

Report this immediately to the tourist police hotline (1912). They take these scams very seriously as it hurts the local tourism industry.
