Yes, the Sri Lankan government has officially implemented a free visa scheme for Indian citizens to boost tourism. You still must apply for the Electronic Travel Authorization ETA online before your trip, but the final checkout page will display a zero fee.
Make sure your passport is valid for at least six months from your date of entry. You will also need to show proof of a return flight ticket to the immigration officer in Colombo.
Even though it is free, do not skip the online application process. Applying online guarantees you avoid the massive queues at the airport upon arrival. The approval usually hits your email within 24 hours.
