Arugam Bay is fundamentally a massive surfing hub. Because the ocean bottom is primarily churning sand the visibility is very poor making it a terrible location for scuba diving. Consequently there are virtually zero established PADI dive centers operating directly within Arugam Bay itself.

If you absolutely want to dive while visiting the east coast during the summer you must travel a few hours north to Passikudah or Trincomalee. Those areas feature perfectly calm crystal clear water and host numerous highly professional internationally certified PADI dive resorts exploring pristine coral reefs.
