Jaffna is a deeply religious and conservative Hindu city and the cultural rules regarding alcohol are incredibly strict. Public intoxication is highly offensive and completely unacceptable. You absolutely must never carry open containers of alcohol on the streets and drinking anywhere near a temple or a public beach is strictly forbidden. The most respectful way to drink is to purchase your beer from a licensed wine store and consume it entirely privately within the confines of your guesthouse or a licensed hotel bar.
