Finding authentic Odiyal Kool seafood soup before local Jaffna festivals

We are heading up north for a local Hindu festival. I really want to try authentic Odiyal Kool. Is it served in normal restaurants or do I need to find a local family to cook this spicy seafood broth.

Odiyal Kool is a heavily complex dish made with crab, prawns, cuttlefish, and a unique thickening flour made from Palmyra palm tubers (Odiyal). Because it takes hours to prepare, normal restaurants do not serve it to walk-in customers. You must pre-order it at least 24 hours in advance at places like Cosy Restaurant or Mangoes in Jaffna. Finding a local family is even better, as it is traditionally a communal festival meal.

It is a very heavy, filling meal. Do not plan on eating a big dinner if you have Odiyal Kool for lunch. You will just want to sleep afterward.

Be prepared for the heat! Kool is incredibly spicy. They throw in whole green chilies alongside the heavy tamarind and seafood.
