Walked out the back of the crowd toward the clock tower. Before 6 they wanted 400 for a short hop. Guy just said 4,000 "because Perahera finish, road still close." The app is a grey spinner. We are not asking if cars will magically appear. We are asking what a fair after price is for 2 km when the route is still tape.

After the loop the first kilometre is still a walk. Anyone who can physically reach you is charging a festival premium. 4,000 for 2 km is greedy. 1,000-1,500 to get you off the ring onto a real road is the ugly-but-real band I am hearing tonight. If he will not budge, walk another 10 minutes toward the bypass side and the number drops.
We paid 1,200 at 10 last night to get to Ampitiya once we were off Dalada. The 4,000 guys hunt the first confused faces out of the crowd.
Agree the price before you go, in rupees, and that he is taking you around the closed streets not through them.
